What Dubai's rules require of a tower's chiller plant
Dubai does not set a tube-cleaning calendar for a tower's chiller plant. It sets a five-yearly re-commissioning duty above 2 megawatts, an annual efficiency ceiling for the plant, and a fixed 2030 date after which HCFC refrigerant cannot be used at all.

A water-cooled chiller loses capacity the same way every year. Scale and biofilm build on the inside of the condenser tubes, the compressor works harder to reject the same heat, and the electricity meter registers the difference before anyone in the building notices a comfort complaint. Dubai's rules do not tell a plant room how often to open those tubes and run a brush through them. What they do fix is the efficiency a plant is not allowed to drift below, the interval at which a large system has to be tested against its own design figures, and a fixed date after which an entire family of refrigerant becomes unlawful to use in a repair.
Two documents carry most of the weight. Al Sa'fat, Dubai Municipality's green building system, sets commissioning and re-commissioning duties by cooling load rather than by the age of the building, so a tower finished a decade before the manual existed can still be caught by it. RD03, the district cooling energy performance regulation issued by the Regulatory and Supervisory Bureau for the Electricity and Water Sector, sets the number a chiller plant's annual return has to beat. Neither text says what to do about a fouled tube. That silence is deliberate. Reading it correctly is most of this article.
A five-year floor above two megawatts
Article 503.01 of Al Sa'fat requires commissioning of air distribution, water distribution, lighting, central control and building management systems, refrigeration systems and boilers for any new air-conditioned building with a cooling load of 1 megawatt or more, carried out to Dubai Building Code Part H, H.8. Article 503.02 reaches further back: any existing building with a cooling load of 2 megawatts or more must have its ventilation, water systems, central plant, lighting and control systems re-commissioned at least once every five years, whether or not that building was ever rated under Al Sa'fat in the first place. The results have to be recorded and kept available for inspection by Dubai Municipality.
What the five-year check actually tests
The article sets nine minimum checks. Two bear directly on a plant that has been running dirty. The physics is ordinary. The volume of chilled water reaching any cooling coil has to sit within 5 per cent of the design volume, and central plant equipment has to be tested through the full range of its capacity to confirm every design parameter is still met. A fouled tube resists heat transfer, so the plant needs a lower leaving-water temperature or a longer run time to deliver the same cooling. That shortfall is exactly what a re-commissioning is built to catch. A ninth check requires pipes and ducts to be inspected for air or liquid leakage, which is where a deferred gasket or a slow refrigerant leak stops being invisible.

The number the plant cannot drift past
RD03 defines a DC Plant as the chillers, pumping stations, cooling towers, control units, pipes and connections used to produce and distribute chilled water, and it applies to anyone furnishing district cooling services in Dubai. The RSB's own description of the sector confirms that includes a single-building permit for a smaller system, not only the multi-building networks run by the two large operators. Annual electrical efficiency is measured as electricity consumed in kilowatt-hours divided by cooling energy delivered in refrigeration-ton-hours, read off the DEWA meter and the plant's own Btu meters, with readings taken on 31 December each year. For a water-cooled plant the ceiling is 0.98 kWh per TRh. That figure was set, in the first edition of the regulation, at the 25th percentile of every plant's returns using 2018 data, a deliberately tight bar meant to push the weaker end of the fleet rather than simply record where it already stood. A parallel water-efficiency limit applies: 10 litres per refrigeration-ton-hour a year, where the plant draws on DEWA supply or recycled water, with blowdown quality itself set by a separate Dubai Municipality standard.

Miss it once and the paperwork changes
Normal monitoring under RD03 is an annual return. The first year a DC Plant fails its threshold, the RSB tells the operator and asks for a plan to raise performance by the next return. If performance still has not recovered, the plant moves to enhanced monitoring: monthly readings against thresholds that move through the year, 0.91 kWh/TRh in March and April against 1.01 kWh/TRh in July for the water-cooled case, with a penalty under Executive Council Resolution No. 6 of 2021 for every month the threshold is missed. A plant only returns to the annual cycle after twelve consecutive compliant months. A summer of dirty tubes does not only show up on a larger DEWA bill. It can show up as a new, and worse, relationship with the regulator.

That is what RD03 admits. The founding law behind it does not fill the gap either. Executive Council Resolution No. 6 of 2021 gives the RSB the power, under Article 4, to set standards for permit holders, and asks a permit holder, under Article 9, to install the required equipment and meet safety requirements, without setting a maintenance protocol of its own. Nothing in Dubai's district cooling law says how often a rotary brush should go through a condenser bundle, when an eddy-current test should be pulled on evaporator tubes, or which water treatment programme to run. That interval exists only in the maintenance contract a building signs, or in the chiller manufacturer's own service literature. Where a tower has neither in any serious form, the first hard evidence of a problem tends to arrive as an annual return that has drifted past 0.98.
A fixed date for R-22 and its relatives
Al Sa'fat's Article 701.05 covers refrigerant under the heading Ozone Depletion Potential Material Management. For new buildings, HVAC and refrigeration equipment must run on a refrigerant with zero ozone depletion potential or a global warming potential under 100, unless the charge in that particular piece of equipment is under 0.23 kilograms. For equipment already installed, the rule is blunter. Chlorofluorocarbon and halon-based materials are barred outright, with no phase-out period left to run. From 1 January 2030, the same applies to hydrochlorofluorocarbons, R-22 among them, and to any other material carrying any ozone depletion potential at all: none of it may be used for any purpose, in any existing equipment, after that date. Venting or directly discharging refrigerant during maintenance is already strictly prohibited, and recovery, reclamation, recycling and reuse of refrigerant must be practised at all times, not only when a system is finally decommissioned.
The date sits inside a longer international timeline. The UAE acceded to the Montreal Protocol on 22 December 1989 and accepted the Kigali Amendment, which brought high-warming HFC refrigerants under a comparable phase-down, on 19 April 2024. Dubai's 2030 line is the municipality's own domestic backstop on the older HCFC generation, ahead of anything the Montreal Protocol's global schedule compels by that date on its own.
No grace period after the deadline
The two clocks run together for a tower still carrying an HCFC charge. The 2030 date does not pause for either one. A plant due its statutory re-commissioning in 2028 or 2029 will have that check on file within a year or two of the 1 January 2030 line, and a re-commissioning that surfaces a leak, or a central plant that fails to reach its design capacity, is not something that can be closed out with a routine refrigerant top-up once the date has passed. A leak found in an R-22 circuit on 2 January 2030 cannot legally be repaired by adding more R-22. The equipment has to be converted or replaced, and ordering a compressor change of that size takes months, not weeks. Waiting for the deadline itself before planning the conversion leaves no room for a contractor's lead time, a shortage of the replacement gas, or a compressor swap that turns out not to fit the existing shell.
A chiller plant's own logbook, not Dubai's cooling law, is where the tube-cleaning interval is supposed to live. Where that logbook is thin, the honest test is not the regulator's threshold. It is whether the plant can still reach its design capacity the next time someone actually asks it to.
