Transferring a Dubai title deed at a trustee office
How a Dubai property sale is actually registered: which kind of trustee office handles it, what each party brings, the manager's cheques the Land Department requires, the published fees and the law behind them, and how long the deed takes.

A sale of Dubai property does not complete on signature. It completes when the Dubai Land Department records the disposition in the Property Register. Article 9 of Law No. (7) of 2006 Concerning Real Property Registration in the Emirate of Dubai provides that transactions creating, transferring, amending or extinguishing real property rights are recorded in the Property Register, and that such transactions are not valid unless recorded. Everything else in the deal is preparation for that one entry.
For most residential sales the entry is made at a registration trustee office rather than at the Department's own counters. A trustee office is a private company licensed to run a Land Department counter. Its staff work on the Department's system, take the Department's fees and issue the Department's documents. The Department's published directory listed 19 real estate registration trustee offices in September 2026.
Registration trustee or services trustee
Real estate registration trustee offices are the channel named on the Department's own service pages for property sale registration and for mortgage registration. Real estate services trustee offices are a separate list, seven of them in September 2026, covering services that do not move a right in the register. The names are similar. The mandates are not.
Opening hours differ office to office and are set out in the Department's directory. Al Tabu Registration Trustee publishes Monday to Thursday, 7.30am to 8.00pm, with Friday mornings only. Dorchester Properties Registration Trustee and Tamleek Real Estate Registration Trustee publish Monday to Friday, 7.30am to 8.00pm, with Saturday and Sunday from 9.00am to 5.00pm. Check the directory entry for the specific branch rather than a general listing.
What the register is worth
Article 7 of the 2006 Law requires the Department to maintain a Property Register recording all real property rights and any amendments to them, and then sets out what that register proves.
This Property Register will have absolute evidentiary value against all parties
The same article allows the validity of the register's data to be impugned only where fraud or forgery is proven. Article 26 closes the other side of it. An agreement in breach of the Law, or one made with the intention of circumventing it, is null and void, and that invalidity may be raised by an interested party, by the Department, by the Public Prosecution, or by the court on its own initiative. Side agreements that sit outside the register are worth very little. Article 4 restricts the right to own real property to UAE nationals, nationals of GCC member states, companies fully owned by them, and public joint stock companies, with non-nationals able to take freehold or usufruct rights in designated areas by approval of the Ruler.
What each party brings
- Seller and buyer in person, or an attorney acting under a legal power of attorney.
- Emirates ID for identity verification. The Department's sale registration page states the ID is used for identification only and no copy is taken. Non-resident foreign parties present a valid passport instead.
- The developer's no-objection e-certificate, the e-NOC, which the Department requires in freehold areas and which is obtained through the Dubai REST app.
- Where a company is a party, the company must first be registered with the Department through a separate company registration request.
- Where the property carries a mortgage, a liability letter from the bank, or a letter from the developer, stating the amount still owed.
- Where the buyer is borrowing, the mortgagee bank's letter and three certified mortgage contracts signed by both parties.
Manager's cheques
The Department's document list for registering the sale of a mortgaged property is unusually specific about money. It requires three manager's cheques: one for the debt due to the bank or the developer, one for the balance due to the seller, and one for the Department's 4% fee. A manager's cheque is issued by the bank itself, so nobody at the trustee counter can alter the payee or the amount. Getting a name or a figure wrong means going back to the branch.
On an unencumbered sale the Department's page does not list cheques among the required documents. The fee is still paid at the counter before the request is submitted. That ordering appears in the Department's own procedure steps.
The fees, and who the law says pays them
Fees come from two places. Registration fees are set by Executive Council Resolution No. (30) of 2013 Approving Fees of the Land Department, issued on 18 September 2013. The trustee's own charge is not in that Resolution. It appears on the Department's service pages under the heading of service partner fees, tiered by the value of the sale.

VAT has applied in the UAE at 5% since 1 January 2018, so the higher trustee tier comes to AED 4,200 at the counter and the lower tier to AED 2,100. The split rule repays attention. Article 3(1) of the Resolution divides the 4% equally between seller and purchaser, and then makes that division yield to any agreement between the parties. The statutory default is an even split. What anyone actually pays is whatever the sale agreement says. A disposition that is not a sale is priced on a different basis again: a gift attracts 0.125% of the value of the property under item 5, subject to a floor of AED 2,000, and under Article 3(5) that fee falls on the person to whom the rights are transferred.
The sequence on the day
- Documents are handed to the trustee employee and checked for completeness.
- The employee enters the transaction data into the Department's system and carries out the audit.
- Fees are paid and a payment receipt is issued.
- The buyer's details are captured from the Emirates ID or, for non-residents, the passport.
- The request is submitted for the Department's approval.
- Outputs are sent by email. The title deed and the map arrive as links rather than as paper handed across the desk.
A mortgaged property runs to a different shape. The Department's service registers the sale in order to pay what is due to the bank and to reserve the rights between the parties, with the sale procedure completed after a mortgage release letter from the bank is submitted. Completion therefore turns on the bank's release letter, not on the counter.
How long the deed takes
The Department publishes a service completion time of 25 minutes for property sale registration. For registering the sale of a mortgaged property it publishes 15 to 20 minutes, and that covers the counter step alone, not the release letter that follows. Read those figures for what they are. They describe the transaction on the Department's system. They say nothing about waiting for a bank to draw cheques or for an e-NOC to come back.
Once issued, a deed can be checked independently. The Department's title deed verification service runs online and asks for the title deed number, the deed year and the property type. Where a deed later needs reissuing, the Issue Title Deed service runs from the Department's main branch at AED 250 for the certificate, AED 120 for the map, and AED 10 each for the knowledge and innovation fees, with a published completion time of five minutes.
Off-plan sits in a different register
Not every purchase ends in a title deed. Article 3 of Law No. (13) of 2008 Regulating the Interim Property Register requires any disposition of a real property unit sold off-plan to be entered in the Interim Property Register, and renders any sale or other disposition void unless it is entered there. Initial registration of an off-plan unit runs through Oqood, the Department's developers' portal, rather than across a trustee counter. The output is a provisional registration e-certificate. Fees are 2% from the seller and 2% from the purchaser, with AED 10 knowledge and AED 10 innovation fees, plus AED 1,000 where the developer registers the unit itself, and the Department gives the completion time as a business day.
Financing a unit that is still in the interim register costs more at the counter. The Department lists a trustee fee of AED 5,000 plus VAT for a provisional Oqood mortgage, against AED 4,000 plus VAT for a mortgage on a completed property.
Check the entry yourself once the email lands. Deed number, deed year, property type. If the verification service returns nothing against a deed issued that morning, that is a question for the Department, and not for anyone else who was in the room.
