IP ratings and Gulf heat: choosing outdoor devices

What IP65 and IP67 actually test under IEC 60529, why operating temperature, UV resistance and condensation are separate specifications the ingress code does not cover, and what that means for equipment mounted outdoors in Dubai.

An enclosure marked IP67 has passed one specific, narrow test: thirty minutes in a tank of fresh water, at a depth of between fifteen centimetres and one metre, with the water no more than five degrees Celsius warmer or cooler than the equipment inside it. That is the whole promise. It says nothing about forty-plus days a year above 40°C, nothing about a decade of unfiltered sun on a rooftop bracket, and nothing about salt-laden air moving in off the Gulf. Buyers of outdoor hardware for the UAE routinely treat the IP badge as a general weather rating. It is not one, and the standard that defines it says so in its own opening pages.

That standard is IEC 60529, published by the International Electrotechnical Commission and adopted without technical change by national bodies including India's Bureau of Indian Standards as IS/IEC 60529. It classifies exactly three things: protection of people against contact with hazardous parts inside an enclosure, protection of the equipment against solid objects getting in, and protection against harmful ingress of water. Everything else a device faces outdoors sits outside its scope, by the standard's own admission.

How the code is built

The letters IP stand for International Protection, not the more common "ingress protection" people use informally. A full code reads as the letters IP followed by a first numeral from 0 to 6 (or the letter X, if that property was not tested), a second numeral from 0 to 8 (with a 9 added by a later amendment for high-pressure, high-temperature jet cleaning), and, optionally, an additional letter (A to D) and a supplementary letter (H, M, S or W) covering finer points such as protection during motion or under high voltage. A rating of IPX7, for instance, states nothing at all about dust; the manufacturer chose not to declare or test that property.

What IP65 actually promises

The first digit, 6, is defined as dust-tight: no ingress of dust at all is allowed. A lower rating of 5 permits some dust in, provided it does not interfere with the equipment or compromise safety. The second digit, 5, requires that water aimed at the enclosure in jets, from any direction, produces no harmful effect. Combined, IP65 promises a sealed box that can be hosed down from any angle without dust or a jet of water getting in far enough to matter. It says nothing about how long the box sits in the sun first, and nothing about submersion.

What IP67 promises, and its own small print

IP67 keeps the dust-tight first digit and swaps in a 7 for the second: protection against the effects of temporary immersion in water, under standardised conditions of pressure and time. Those conditions, set out in the standard itself, are precise. The enclosure is immersed with its lowest point one metre below the surface, or its highest point fifteen centimetres below the surface for anything taller than 850 millimetres, for thirty minutes, in water within five degrees of the unit's own temperature. No current. No waves. That is a still-water tank test, not a river or a jet.

The standard adds a detail worth knowing before anyone reaches for a hose: an enclosure rated only against numeral 7, without also meeting numeral 5 or 6, is treated as unsuitable for exposure to water jets, unless it carries both ratings together, commonly printed as IP66/IP67. A device that only carries a 7 has not been shown to survive a pressure washer, even though it has passed a bath. The tests themselves use fresh, still water, and the standard cautions separately that cleaning with high-pressure equipment or solvents afterwards can undo the protection a rating certifies.

Nine things the code was never built to answer

Section 1 of IEC 60529 lists, by name, the external conditions its classification does not cover: mechanical impacts, corrosion, corrosive solvents such as cutting fluids, fungus, vermin, solar radiation, icing, moisture produced by condensation, and explosive atmospheres. Responsibility for guarding against every one of those nine sits with whatever other product standard applies to the device, not with IEC 60529 itself. Two of the nine sit directly in the path of anyone buying for the Gulf: solar radiation and condensation.

Operating temperature is a separate line on the datasheet

Two products from the same manufacturer make the point cleanly. Ubiquiti's Bullet AC IP67 outdoor radio carries a full IP67 rating, dust-tight and immersion-protected, with an ambient operating range of -40°C to 70°C. Its UniFi U7 Outdoor access point is rated only IPX6, protected against powerful water jets with dust ingress left undeclared, and its operating range runs from -30°C to 60°C. Only one survives 65°C. The two figures do not move together, and a buyer skimming for "IP" on both sheets could easily miss that the digits, and the temperature ceilings, are not the same product twice.

According to Dubai's Government Media Office, the city's summer average high already sits at 41.8°C, with overnight lows around 29.7°C. That is the shaded, ventilated air-temperature figure the government publishes. A metal or dark plastic enclosure fixed to a wall or a rooftop in direct sun for hours runs hotter than the surrounding air, sometimes by a wide margin, though how much depends on colour, material, ventilation and mounting; no single figure applies to every housing. The point is procedural, not dramatic: check the stated operating ceiling against the site's real exposure, not against the shaded average, and treat the two Ubiquiti figures above as a reminder that an identical-looking IP badge can sit on top of two different temperature specifications from the same catalogue.

Sun is the gap the code leaves open

Solar radiation appears by name on IEC 60529's list of exclusions, and no amendment to date has brought it back in. A separate line of testing exists for the plastics themselves: UL 746C, the polymeric-materials standard maintained by UL Solutions, assigns outdoor-use ratings of F1 and F2 that indicate resistance to UV exposure and water immersion, tested apart from any enclosure's IP classification. A datasheet can carry an IP66 or IP67 badge and say nothing whatsoever about whether the housing material itself is rated for years of direct sun. If UV performance matters for a fixed, sun-facing installation, it has to be asked for as its own line item, quoting the plastic grade or an F1 rating, because the ingress code will not answer that question by design.

Humidity works through a different mechanism than rain

The same Dubai Government Media Office page attributes the city's humidity to its position on the Gulf, where shallow coastal waters keep moisture high through the year: an annual average of 59 per cent, climbing to 65 per cent in January and February. Coastal exposure is not incidental to that figure; Dubai's own coastline runs some 72 kilometres along the Gulf.

None of that is what an IP water rating tests. IEC 60529's exclusion list names moisture from condensation separately from ingress by jet or immersion, because it is a different physical process: a sealed housing that never lets in a drop of liquid water can still accumulate condensation inside as day and night temperatures swing, particularly where the enclosure breathes through a pressure-equalising vent rather than sealing absolutely. That failure mode sits entirely outside what IP65 or IP67 was built to certify, which is precisely why the standard names it as somebody else's problem to solve.

A specification sheet carrying an IP rating is answering one question about solids and one about water, under laboratory conditions set out to the minute and the millimetre. Ask three further questions separately before signing off on outdoor hardware for this climate: the ambient operating temperature ceiling in degrees, whether any UV or weathering rating is stated at all, and whether the water test was jets, immersion, or both.
