What Dubai's green building rules ask of home automation
How Al Sa'fat, Dubai's green building system, and the Dubai Building Code it defers to set out lighting control and occupancy sensing requirements for new buildings, from office lighting zones and villa bathrooms to hotel guest rooms and Platinum-tier HVAC zones.

Since 19 October 2020, every new building permitted in Dubai has had to meet Al Sa'fat, the rating system Dubai Municipality runs in place of the emirate's 2010 green building code. The floor is Silver Sa'fa, a fixed list of mandatory clauses covering villas, apartments, offices, hotels, schools and factories alike, with Golden and Platinum above it for owners chasing a higher rating. One of those clauses, article 502.06, Lighting Controls, is a single sentence with no numbers of its own: it points to Part H of the Dubai Building Code, section H.7.4, for buildings generally, and Part K, section K.10.4.2, for villas.
That split is where the real obligations sit, and it is easy to miss on a first read of Al Sa'fat, since the manual never uses the words occupancy sensor in its own lighting articles. Read the Building Code sections those articles point to, and a fuller picture appears: offices and schools fit occupant sensor controls in every lighting zone from Silver upward, villas fit sensors in two named rooms, and sensor-driven control of air conditioning, not lighting, is what Al Sa'fat reserves for its top tier.
Which buildings the system catches
Al Sa'fat groups buildings into four typologies: villas (private, investment and the Arabic house), residential and commercial (apartments, offices, hotels, restaurants, laboratories), public (malls, schools, hospitals, mosques, government buildings) and industrial (factories, warehouses, workshops). A mixed-use building applies each set of rules to the relevant part of itself; a change of use, the manual's own example is a villa converted into a school, pulls the whole building under the new use's rules.
Energy compliance runs on one of two routes: the Elemental Method, requiring compliance with each regulation, or a Performance Method modelling annual energy use against a reference building. Only four articles sit on the elemental list: glazed facade orientation, minimum envelope performance, HVAC equipment, and interior lighting power density. Lighting controls, article 502.06, is not one of them, so it has to be met regardless of which route a project takes.
Where the lighting numbers live
Four consecutive articles in Section 500 govern lighting, each a pointer rather than a table of its own. Article 502.04 sends interior lighting power density to Building Code H.7.2, capped at 7.5 W/m² for offices, hotels, resorts and restaurants, 7.8 W/m² for schools, 8.9 W/m² for industrial buildings, 9.8 W/m² for retail and malls, 4.9 W/m² for warehouses and 6.9 W/m² for apartment common areas. Article 502.05 sends exterior density to H.7.3, 502.06 sends controls to H.7.4 (K.10.4.2 for villas), and 502.07 sends electronic ballasts to H.7.5. Exterior light pollution sits outside the energy section, at article 303.01, pointing to Part E, E.5.8.
The four rules every lighting zone must meet
Section H.7.4 sets four requirements for interior lighting controls, and only the first two apply to every building type without qualification.
- Occupants must be able to switch lighting off themselves once daylight is adequate or the space is empty.
- Corridors, lobbies and other areas not regularly occupied must dim automatically to 25% or less of normal output once the space empties, rather than switching off entirely.
- In offices and education facilities, every lighting zone must be fitted with occupant sensor controls able to switch lighting on and off by occupancy, except lighting needed for safety, and except any zone whose design lighting power density is under 6 W/m² of gross area.
- In offices, artificial lighting within 6 metres of an exterior window should carry photocell controls that dim electric light to hold combined illuminance at the working plane between 400 and 500 lux, rising higher once the room runs on full daylight.
The third rule is the one that names a sensor, and because 502.06 is mandatory from Silver upward, it applies to the first office or classroom permitted under the system, not only to a building chasing Golden or Platinum. The 6 W/m² exemption is worth confirming in writing before dropping sensors on the strength of a low lighting-density calculation; what a reviewer accepts in practice is a separate question from what the clause allows.
Villas: two rooms, one override switch
Villas answer to Part K rather than Part H, and the rule names rooms instead of lighting zones. Article K.10.1.10.3 requires, as a minimum, occupancy sensors on lighting in the corridor or hallway and in the bathroom or toilets, with an override auto-setting built into the system. The companion article, K.10.4.2, allows toggle switches, dimmers or a smart control system, provided the choice forms part of an energy-efficient lighting solution, and separately requires exterior lighting to shut down automatically in daylight, with sensors only where it exists purely to light a circulation path.
Al Sa'fat's own glossary is specific about what counts as a sensor for this purpose.
detects the presence or absence of people within an area
A villa fitted with a full smart-lighting package, every room sensored and scenes run from a phone, clears K.10.1.10.3 with room to spare. A villa with two switches, provided they cover the corridor and the bathroom and include the override, clears it too. The clause sets a floor. It says nothing about the automation package sold on top of it.
Occupancy sensing that goes beyond the light switch
One further article pulls occupancy sensing into a different system, at the top tier rather than the baseline. Article 502.17, Control of Air Conditioning Zones, is Platinum-only. Occupants must be able to adjust temperature and air speed in each thermal zone, and, separately, HVAC in those zones must be controlled by occupancy sensors that automatically modulate temperature and airflow, with window and door contacts interlocked so the system stops cooling a room left open, reporting into a building management system able to raise an alarm on deficient use.
Article 505.02, Smart Building, is Platinum-only too, and reads like a brief rather than a specification: equipment and systems must use intelligent techniques to cut energy and water use while protecting occupant safety and comfort. No named technology, no test, no minimum sensor count. The measurable figure sits next door, at 505.03: savings against a Silver-designed equivalent must reach at least 15% for Golden and 20% for Platinum.
Hotel rooms sit on a third track, independent of Sa'fa tier. Article 502.09 and the Building Code clause behind it, H.4.14.3, require every guest room to carry an automatic control system that turns off lighting, air-conditioning and power once the room is unoccupied, with the room's ventilation itself occupancy- or switch-activated and electrically interlocked.
The threshold that brings in a building management system
Article 503.05 sets a hard trigger rather than a percentage: any new building with a cooling load of 1 MW, or a gross floor area of 5,000 square metres or greater, must have a central control and monitoring system meeting Building Code H.4.14.2, capable of keeping the building's systems running as designed. Below that threshold, Al Sa'fat does not demand one, whatever tier the building is chasing.
Existing buildings at 2 MW or greater carry a separate obligation under article 503.02: re-commissioning at least once every five years, against a nine-item checklist. Item 7 is lighting specifically, requiring that all lighting systems and their controls operate as designed and the required illumination levels are achieved, whether or not the building was ever assessed under Al Sa'fat at all.

Confirm the edition before you specify
Article 502.06 itself is one sentence long. Everything an installer has to build against sits one level down, in H.7.4 and K.10.4.2, both revised by Dubai Municipality between editions without much public notice. The editions cited here are the Building Code's 2021 Edition and Al Sa'fat's 2nd edition, January 2023. A clause number current in September 2026 is only as good as the edition checked.
