Smart locks in a UAE building: what the rules allow
Installing a smart lock on a shared entrance or an apartment door in Dubai touches jointly owned property law, fire door certification and Dubai's security regulator all at once. This sets out who has to approve it and which locking behaviour the fire code allows.

A smart lock swaps a mechanical cylinder for electronics, a battery and often a link to the internet or to the building's own network. On an apartment's front door in a Dubai tower, that swap is rarely just a hardware decision. The door usually sits inside a fire-rated corridor wall, its threshold counts as common property under Dubai law, and its locking behaviour falls under the same fire code that governs staircases and exit signage. It never appears on the label.
Two different jobs get filed under the same heading. An owner wants to fit a Bluetooth or PIN-pad lock on their own front door. A building's owners committee or management company wants to fit card or app access on the block's main entrance. The approvals needed, and the hardware that is even permitted, differ between the two. The difference comes down to four questions: who the door belongs to, what fire rating it carries, whether it locks safe or secure when power fails, and whether Dubai's security regulator already has rules for that particular door.
Whose door, exactly
Dubai's jointly owned property law, Law No. (6) of 2019, defines a building's common parts by statute rather than by habit. Article 7 lists thresholds, halls, entrances and emergency exits among the elements an individual owner does not exclusively control, unless the site plan states otherwise. An apartment's own front door faces directly onto one of those spaces. Change only the cylinder inside the existing lock body and most buildings will not object. Change the door leaf, the frame, or wiring that runs through a corridor wall, and it stops being a private matter.
Getting the paperwork right
Article 39(a) of the same law sets the bar for anything larger than a cylinder swap. An occupant needs approval from the Master Developer, the Dubai Land Department and the Competent Authority, meaning whichever body issues building permits for that plot, before altering the structure or external appearance of a unit or any part of the jointly owned property. Article 17(b) adds a parallel rule for shared facilities: no altering, redesigning or shutting one down without the same two government approvals. Neither article gives the committee a vote.
The committee's actual power is narrower than most residents assume. Article 24 lets it coordinate with the Real Estate Regulatory Agency, the management company or the competent authority on safety and security matters, and lets it put forward proposals on how common parts are used. It cannot approve those proposals itself. Where a proposal amounts to a change in the Building Management Regulation, RERA has to sign off before it takes effect. A committee vote in favour of a lobby access system is an opinion, not a permit.

Fail-safe or fail-secure
Once the paperwork question is settled, the hardware question turns out to matter just as much, and it gets muddled often. A fail-safe lock has no power holding it shut, so it releases the moment electricity is cut; power is what keeps it locked. A fail-secure lock works the other way. It stays locked with no power at all, and power is what releases it. Electromagnetic locks, the flat magnetic plate fitted above many glass doors, only come in fail-safe form. Electric strikes, the usual choice on a wooden or metal door, are ordinarily specified fail-secure.
That is not cosmetic. Fit fail-safe hardware to a door that should stay shut through a power cut, and anyone can walk in the moment the power goes. Fit fail-secure hardware to a door on an escape route instead. A power cut then traps people inside.

The front door is probably a fire door
Most apartment entrance doors that open onto a shared corridor are certified fire door assemblies. That is not a homeowner's choice. It follows from how the corridor itself is built to contain a fire. The UAE Fire and Life Safety Code, in its chapter on construction and compartmentation, requires a fire door protecting a means of egress to be self-closing or automatic-closing, and requires fire door assemblies to be installed in accordance with NFPA 80, the American fire door standard that the UAE code adopts directly. A certified assembly is tested as a single unit: leaf, frame, hinges, closer and lockset together. Fit a smart lock that was never part of that tested assembly, and the certification, read strictly, no longer covers the door as it now stands.
This is also why fire-rated doors take fail-secure hardware rather than fail-safe. A fire door has to hold its rating and stay positively latched once the fire alarm activates. A lock built to release itself on activation works against that. Fail-safe hardware belongs on doors built for controlled exit, not on a door meant to hold back smoke.
What the fire code allows on an escape route
Chapter 3 of the fire code, which governs means of egress, does permit a door on an escape route to carry an access control system, but only if it fails toward safety on every count. A sensor on the escape side has to release the door automatically as someone approaches. A manual release, clearly marked and reachable without a key or a card, has to open the door on demand. And the system has to release every affected door, in the direction of escape, the instant the fire alarm or sprinkler system activates, staying released until someone resets the fire panel by hand. A locking system that cannot manage all three has no place on a door in a means of egress, however it is marketed.
Dubai Building Code makes the connection explicit rather than leaving installers to work it out. Its security section states that any electronic access control system, or any other locking mechanism, fitted to an exit door has to comply with the fire code's own rules for such systems, set out at Chapter 3, Table 3.2. That line is why a fire and security consultant, not a locksmith, should be specifying hardware for any door that is both an entrance and part of an escape route.
The main entrance is a regulated system, not a lock
Once a building fits card, fob or app-based access to its main entrance, it has installed what Dubai calls an electronic access control system, and that brings it under the Security Industry Regulatory Agency. SIRA's Preventative Systems Manual, issued under Law No. 12 of 2016 and its 2018 by-law, requires the consultant, installer and maintenance provider on such a system to be SIRA-registered security engineers. It puts the burden on whoever appoints them to check that the registration is current and not under suspension. That requirement sits underneath the question of which brand of lock to buy. It decides who may fit any of them.
None of this touches the mechanical cylinder on a single unit's own front door, which is why the two scenarios set out at the start resolve so differently. An owner changing their own lock deals with a developer or management company, and, if the door is fire-rated, a hardware compatibility question. A building changing its main entrance deals with all of that, plus a SIRA-registered engineer and a fire alarm interface that has to be tested, not assumed to work.
A locksmith can tell you whether a new cylinder fits the existing mortice. Only the developer, the Dubai Land Department and, on a rated door, the door's original certifier can say whether fitting it is still allowed.
